Two years ago, on the occasion of India’s 59th Independence Day, India’s president promised a transition to “total energy independence." The country, he argued, has 17% of the world's population, and just 0.8% of the world's known oil and natural gas resources. India needed to optimize usage, make sure it had sufficient access to fossil fuels until the “end of the fossil fuel era” -- and create a “diverse supply of reliable, affordable and environmentally sustainable energy.”

Energy independence he defined as an economy that functions with total freedom from oil, gas or coal imports -- a mythical and blissful state of affairs which I tend to associate with the concept of “autarky” that many countries played around with in the 18th through 20th centuries… with limited success and even more limited prosperity.

Luckily, India is giving itself plenty of time to achieve this energy autarky: 25 years -- that is, by the year 2030.

(By then, a new generation of climate scientists may have grown to tantalize us with the prospects of a coming ice age again.)

But in the meantime, India is willing to spend money on alternative energy. The booming Indian economy is already using up more energy that the traditional sources can provide. And the Indian grid is as far behind demand as China -- or California, for that matter. Even at the existing state of affairs, 15-20% of the demand for power is not being met. India needs a further 21,000-30,000 MW just to meet current demand.

In Indian cities and industrial centers, brownouts and rolling blackouts are as common as in China’s exploding mega-cities. No wonder attention and money is shifting to solar energy.
